Mr. Penner has experience in all phases of archaeological fieldwork, analysis, and report writing and has been a practicing archaeologist since 1997, primarily in the Southwest. He has directed or participated in numerous survey and excavation projects for TEC and for other cultural resource management firms and government agencies. He is also the author of numerous cultural resource management technical reports. Mr. Penner has been using GIS in natural and cultural resource management, the energy industry, and transportation planning since 2000. His expertise has allowed TEC to offer a suite of GIS and data management tools allowing for integrated solutions for engineers, administrators and clients.

- Taschek Environmental Consulting, Albuquerque, New Mexico, Archaeology Project Manager/GIS Administrator, April 2002 to Present: Responsibilities include management of all phases of archaeology projects, including fieldwork, lab analysis, quality control, and report writing/editing. Other responsibilities include oversight and administration of GIS databases for clients and TEC, integration and unification of diverse datasets for project managers, and cartography for TEC and its clients.
- Earth Analytic, Inc., Santa Fe, NM, Project Manager/GIS Specialist, 2000 to 2003: Responsibilities included management of all phases of archaeology projects, including fieldwork, lab analysis, quality control, and report writing. Other duties included development and maintenance of GIS databases for clients ranging from Santa Ana Pueblo, the Turner Enterprises’ ranches, natural and energy resource firms, and the National Geographic American Frontiers Trek.
- WCRM Inc., Farmington, New Mexico, Crew Chief, Nov. 2001 to June 2002: Responsibilities included managing a crew of eight archaeologists, coordinating with various regulatory agencies regarding compliance, and authoring the preliminary results of excavations. Supervised excavations at several large structural sites with occupations ranging from Archaic to Jornada Mogollon for AT&T NexGen Fiber Optic Project in New Mexico and West Texas.
- USDA Forest Service, Espanola Ranger District, Archaeologist (GS-7), May-July 2001: Responsibilities included archaeological survey, pre-burn site assessments, and authoring treatment recommendations.
