TEC’s experience includes environmental documents for water and wastewater systems that comply with requirements of the New Mexico Environment Department: Construction Programs Bureau, U.S. Environmental Protection Agency, U.S. Department of Agriculture: Rural Utility Service, NM Colonias Wastewater Construction Grant Program, Border Environment Cooperation Commission, and NM Drinking Water Revolving Loan Fund.

South Central Regional Wastewater Treatment System, Doņa Ana County, NM, New Mexico Environment Department: Construction Programs Bureau, 2000-2001

The project addressed a wastewater collection and treatment system in southern Doņa Ana County, NM that would serve the communities of Vado, Del Cerro, La Mesa, San Miguel, Chamberino, and Berino. The project was a collaborative effort by Doņa Ana County and the New Mexico Environment Department. It was funded through the NM Colonias Wastewater Construction Grant Program, supported by the U.S. Environmental Protection Agency (EPA).

TEC prepared an Environmental Assessment (EA) that consolidated four separate engineering reports and completed a supporting cultural resource inventory of historic properties and biological survey. The EA and public hearing for the project were completed under an accelerated schedule. The project was issued approval by EPA and subsequently approved for funding.

Water System: Environmental Information Document and Preliminary Engineering Report, Bernalillo County, NM, HDR Inc. for Bernalillo County, 2002-04.

TEC worked with the design team to develop an evaluation of alternatives for water supply, storage, and conveyance systems for a 12-square-mile area of Bernalillo County with a population of 11,000 people. The team prepared a preliminary engineering report that evaluated system alternatives, water usage, population and water system demand, and costs. The project involved extensive public involvement, with a series of public and citizen advisory group meetings. Through a process of information sharing and addressing citizen concerns, the initially skeptical public came to support the project. An environmental information document (EID) was prepared in accordance with NEPA requirements. As part of the EID, TEC developed a series of GIS maps representing different environmental features of the area.
