US 54, New Mexico/Texas State Line to Alamogordo: Environmental Assessment, Cultural Resource Investigations and Data Recovery, NMDOT, 1998–2002
TEC prepared the environmental documentation and follow-up cultural resource investigations and data-recovery program for improvements to US 54 from Newman, Texas (near El Paso), for approximately 60 miles to Alamogordo, New Mexico. The NMDOT determined that it would be most effective to divide the proposed improvements into several discrete projects that could be designed and constructed in sequence. Consequently, three separate engineering firms were employed to develop the design plans. TEC’s role was to coordinate with the three firms to prepare the EA for the projects through the entire corridor.
One of the major environmental issues in the US 54 corridor was the presence of numerous archaeological sites and the Orogrande Historic District, which the cultural resource surveys showed could be affected by the improvements. TEC’s contract was amended to conduct an archaeological testing and data-recovery program to mitigate the impacts. A total of 21 sites were tested and a data-recovery program was implemented. The EA and cultural resource data recovery were completed within schedule and the project was issued a finding of new significant impact (FONSI).
Transportation Studies
City of Alamogordo Comprehensive Traffic Study and Plan Update, URS for City of Hobbs, 1996-2000
This project involved preparing data on existing and future housing, employment, and the student population. Detailed information was developed on the location of existing land uses and a land use map was prepared to depict existing development within the study area (which includes the city limits and part of the city extraterritorial jurisdiction). The Comprehensive Traffic Study evaluated traffic counts, accident data, roadway conditions, and transportation issues or problem areas defined by a technical advisory committee of city staff and local agency representatives. A traffic forecasting model was developed with the TModel2 software and a series of classes were held to train city staff. The final study identified ten areas where future capital improvement projects or corridor studies would be needed to address the earlier identified transportation issues. The study provided an overall assessment of the scope, transportation needs, alternatives, design issues, environmental constraints, and costs for each project area.
U.S.D.A. Forest Service Projects
Scott Able Fire Salvage Logging, Biological Assessment/Evaluation, Lincoln National Forest, 2001
TEC prepared a biological assessment and evaluation in support of the Environmental Assessment (EA) for the Scott Able Fire Salvage Logging. The Scott Able Fire burned about 14,000 acres of the Lincoln National Forest in May 2000, and salvage logging was proposed on about 2,000 acres. The EA and related studies were completed under an accelerated schedule to allow harvest of the wood before its value was lost to insects and fungi. TEC’s responsibilities included surveys for the federally protected Mexican spotted owl and the Sacramento Mountain salamander.
