Santa Teresa Environmental Study, Doña Ana County, NM, 1993
TEC staff prepared environmental studies for roadway corridors serving the crossings of the US/Mexico border at Santa Teresa and Sunland Park, NM. The project was prepared for the New Mexico Department of Transportation (NMDOT) and the Federal Highway Administration (FHWA) in cooperation with the Texas Department of Transportation (TxDOT). The project involved complex issues including wetlands, farmland, air quality, and transport of hazardous wastes across the international border. Public meetings held for the project were conducted in Spanish and English, in coordination with federal, state of New Mexico and State of Texas, and Republic of Mexico agencies. Following the public hearings, the project environmental documentation was completed with an input synopsis leading to a finding of no significant impact (FONSI). Construction of the roadway from Interstate 10 (I-10) in Texas to the Santa Teresa international border crossing is now complete, and the road has been designated the “Pete Domenici Highway.”
Santa Teresa Border Crossing Environmental Assessment, Santa Teresa, New Mexico, NM General Services Department and U.S. General Services Administration, 1992
TEC prepared an Environmental Assessment (EA) for a new, permanent inspection station at the Santa Teresa border crossing. The analysis addressed archaeological issues, biological resources, air quality, and hazardous wastes. The EA was approved by the NM General Services Department and the U.S. General Services Administration, and the project proceeded to completion.
