Environmental Assessment:
Sierra Blanca Regional Airport, Ruidoso, NM
Molzen-Corbin Associates for Sierra Blanca Regional Airport, 1997
The project involved a new 6,500-foot crosswind runway at the Sierra Blanca Regional airport near Ruidoso, NM. The project schedule was accelerated due to safety issues and the potential for federal funding. Noise, endangered species, and cultural resources were the issues of greatest concern. TEC performed biological investigations for the endangered Kunzler’s hedgehog cactus and participated with other project team members in completing a successful Environmental Assessment and finding of no significant impact
(FONSI).
Environmental Assessment:
Double Eagle II Airport Access Road
The project involved a two-mile long access road at Double Eagle II Airport, which is located adjacent to Petroglyph National Monument. Significant public and agency controversy required consideration of a range of cumulative impacts. Analyses included consultation with Native American groups and the completion of an Ethnographic Assessment. TEC completed a detailed analysis of airport traffic-related noise and air emissions.
Air-Quality Analysis:
Albuquerque International Airport
Coffman Airport Consultants for City of Albuquerque Aviation Department, 1994-1997
TEC prepared an air-quality analysis for the expansion of the Airport, in conjunction with the FAA. The project required implementation of the FAA's air-quality EDMS model, which resulted in estimates of existing and future emissions from aircraft operations. The analysis showed a net improvement in air quality because aircraft queuing time and related high emissions would decline with multiple runway operations. The project was controversial and involved lengthy testimony before the Albuquerque City Council; however, the analysis stood up to careful review. Subsequently TEC performed an additional air analysis of the landside transportation system, including taxis, rent-a-car facilities, buses, and the multilayered ramp system for arriving and departing passengers.
